A concrete structure on piles built on a land of 58,000 square meters, including service buildings and boundary walls. The external façade is of mosaic-faced pre-cast concrete elements.
The project also included: furniture, both modern and classical; All gypsum work required for walls and ceilings, wood carved screens and doors of solid teak with marquetry, brasswork, gold leaf and gold-plated ironmongery.
Patterned marble was installed on walls and floors. Fabric on wall panels and curtains was provided, along with decorative glass and mirrors, hand-tufted carpets both modern and Persian. Gold plated brasswork was provided for railings and balustrades.
Also installed were a master antenna TV system, video projection systems, conference system, press conference system, slide projection system, central dimming system, lighting system.

Mechanical Details
The air conditioning system consists of four 220 ton capacity centrifugal air cooled water chillers, four 600 gal/min chilled water pumps. The equipment was placed in a chiller yard.
There are twenty-six air handling units of varying capacity, two primary air handling units, complete with filters and sound separators, to provide treated and humidity-controlled fresh air.
There are one hundred and forty variable air volume terminals providing air flow from 300 to 4,000 cubic feet per minute. This VAV system was the first one to be introduced in the UAE.
The fire fighting system is composed of one electrical and one diesel pump, providing 500 US gallons/minute
The plumbing and drainage system comprised copper pipes for domestic water, UPVC pipes for drainage, steel water tanks for storage.

The supply, installation, testing and commissioning:
- Internal, external and emergency lighting systems
- Standby diesel generator up to 3 x 1000 KVA. Generating sets.
- A sophisticated security system was provided, covering external and internal spaces and restricted internal areas.
- Main and submain distribution boards and motor control centre.
- A/C control system with associated pumping works, expansion tanks, air handling units, fan coil units, VAVs, thermostats and duct heaters.
